    Job Description:

    Post-doctoral Fellow in the Division of Health Economics, Policy and Management, School of Public Health (Ref.: 535035) (to commence as soon as possible, on a one-year temporary term contract, with the possibility of renewal subject to funding availability and satisfactory performance)

    The Role

    The appointee will be responsible for the following duties under the HealthEGuide Project ("Application of Health Economic Methods in Hong Kong’s Healthcare System: Evidence-Based Guidelines, Tool-Kits and Recommendations for Policies’ Implementation"), a commissioned research project funded by the Health Bureau – Health and Medical Research Fund (HMRF):

    • Lead the overall research design and execution, including the development of analytical frameworks grounded in health economics across five priority areas: (i) HA Drug Formulary; (ii) assessment and adoption of medical equipment; (iii) development of clinical guidelines; (iv) formulation and evaluation of cancer screening programmes; and (v) formulation and evaluation of primary care reform policies;
    • Conduct and oversee systematic literature reviews, scoping reviews, and documentary analyses to benchmark international best practices (e.g., NICE, PBAC, NHSA, ACE) and map existing applications of health economics in Hong Kong;
    • Design, coordinate, and conduct semi-structured interviews and focus groups with key stakeholders (including Hospital Authority, Health Bureau, clinical experts, academics, and patient representatives);
    • Perform gap analyses comparing international best practices with current approaches in Hong Kong, and contribute to the development of practical toolkits (HealthESystem online platform), operational guidelines, and policy recommendations;
    • Supervise and guide Research Assistant(s) in data collection, literature review, and preliminary analysis;
    • Coordinate with project partners, stakeholders, and the Principal Investigator to ensure project milestones are met on schedule;
    • Prepare, review, and refine manuscripts, technical reports, guidelines, and policy briefs for submission to academic journals and project counterparts; and
    • Assist in organising and presenting findings at workshops, seminars, and local/international conferences (e.g., HTAsiaLink).

    Qualifications and Qualities

    Applicants should:

    • Possess a PhD degree in Health Economics, Economics, Public Health, or a related discipline;
    • Demonstrate expertise in health economic evaluation methods, including cost-effectiveness analysis, budget impact analysis, and/or health technology assessment (HTA);
    • Demonstrate experience in mixed-methods policy research, including quantitative and qualitative approaches (e.g., scoping reviews, documentary analysis, semi-structured interviews);
    • Be familiar with health systems, healthcare decision-making processes in Hong Kong or comparable Asian settings;
    • Have proficiency in qualitative data analysis software (e.g., NVivo) and relevant statistical/modelling tools;
    • Show a strong publication record in peer-reviewed journals commensurate with career stage; and
    • Possess excellent command of written and spoken English; proficiency in Cantonese and/or Putonghua is an advantage.
