    THE UNIVERSITY OF HONG KONG

    The University of Hong Kong (HKU) has been collaborating with Shenzhen Government to develop the HKU-Shenzhen Hospital as a teaching hospital of HKU. With the presence of HKU, a new operation model for the Hospital has been introduced, aiming at providing high-quality services from primary to tertiary levels to patients in the region, whilst sustaining a teaching and training mission well supported by a robust research component. The Hospital has commenced operation since October 2012. As the Hospital is located in Shenzhen, the appointee will be based in Shenzhen. Accommodation/rental apartment in Shenzhen and weekly shuttle service between Hong Kong and Shenzhen will be provided.

    Deputy General Manager (Human Resources)

    We are looking for a Deputy General Manager (Human Resources) to be seconded to The University of Hong Kong (Shenzhen) Teaching Hospital Limited (THL) and assigned to work in the HKU-Shenzhen Hospital.

    The Role

    The appointee will report to the Hospital Chief Executive (HCE) and work in collaboration with members of the senior management team, chiefs of service and heads of various departments. He/She will play a pivotal role in leading and overseeing the hospital’s human resources functions to support its strategic objectives. The successful candidate will be responsible for developing and implementing HR policies, driving talent acquisition and retention strategies, fostering a positive organizational culture, and ensuring compliance with relevant regulations.

    Key Responsibilities of the position include:

    • Develop, implement, and monitor human resources strategies, policies, and programs aligned with the hospital’s mission and goals.
    • Oversee talent acquisition, onboarding, and retention initiatives to build a skilled and motivated workforce.
    • Manage employee relations, ensuring a positive and compliant work environment.
    • Lead performance management, learning and development, and staff engagement activities.
    • Ensure compliance with labor laws, healthcare regulations, and hospital policies.
    • Collaborate with senior management to identify HR needs and provide strategic HR solutions.
    • Oversee compensation and benefits administration, including salary structures, benefits programs, and incentive schemes.
    • Drive initiatives related to organizational development, change management, and HR digital transformation.
    • Supervise and mentor the HR team to achieve operational excellence.
    • Prepare and manage HR budgets, reports, and key performance indicators.

    Qualifications and Qualities

    Applicants should possess a Master’s degree or professional qualifications in Human Resource Management, 18 years’ experience with at least 10 years in human resource management functions in public or large healthcare organizations at senior management level. Those with overseas working experiences will be preferred. They should also have:

    • the capability of bringing in a global view on human resource management and leadership in healthcare industry;
    • sound knowledge of and experience in manpower planning and staffing level control, recruitment and appointment, training needs analysis, career training and development, payroll, compensation and benefits administration, and human resource management information and reporting;
    • the ability to motivate and lead staff to align with the organization’s mission, vision and objective; and act as a role model and inspire, support and coach staff on planning and managing the process of change;
    • an aptitude of advocating work-life balance in the organization and balancing employee satisfaction and organization interests;
    • experience working in healthcare organizations in Mainland China (as an advantage); and
    • excellent interpersonal and communication skills, and good command of written and spoken English and Chinese (including both Cantonese and Putonghua).

    What We Offer

    The appointment will be made on fixed-term full-time contract for 3 years, to commence as soon as possible with the possibility of renewal subject to satisfactory performance. A highly competitive salary commensurate with qualifications and experience will be offered, together with contract-end gratuity and University contribution to a retirement benefits scheme, totaling up to 15% of basic salary. Other benefits include annual leave and medical benefits.
